Health and Community Services Union: Disability Plan

The Health and Community Services Union (HACSU) launched their new Disability Plan at their recent Disability Campaign Bootcamp.


The plan sets out HACSU's solutions to the impending crisis facing the NDIS as the current 8-year-long EBA and State government subsidy for Victorian transferred Disability Services is set to end on 31 December.


The plan has been developed in consultation with HACSU members and sets out 'asks' for the State and Federal Governments including structural funding reform, worker registration and protecting the Gold Standard of Disability.


The most urgent of the asks is that the subsidy be extended in order to protect worker and participant rights from house closures.


The main asks are set out below, for the State Government to:


  1. Extend the current subsidy until the Federal Government steps up.

  2. Acknowledge that they are the provider of last resort and that they have an obligation to provide certainty to Victorian participants, families and Disability Support Workers in SIL.


And for the Federal Government:


  1. Introduce a $900 million workforce compact for registered providers of SIL who wish to bargain to protect wages and conditions of Disability Support Workers in SIL.

  2. Transition NDIS funding to the Independent Health and Aged Care Pricing Authority (IHACPA) and restore block funding.

  3. Implementing mandatory registration and training for the disability workforce.
